Prior to starting his own <br />firm, Mr. Swan served with one consulting engineering firm for nearly 20 years, <br />holding scnior management positions including Vice Presidcnt and Regional <br />Manager. He also served previously as Vice Prcsidcnt for another consulting firm, <br />and as Program Engineer for Thc Irvine Company. <br /> <br />Prior to joining Psomas, Mr. Swan was the owncr of a consulting engineering <br />company specializing in Watcr Resources, Land Developmcnt SUpp0l1, and <br />Public Financc Services. He was responsiblc for busincss dcvclopment, client <br />contacts and marketing. <br /> <br />Relevant Project Experience <br /> <br />Urban Water Management Plan (UWMP), Trabuco Canyon Water District <br />(TCWD), Trabuco Canyon, CA: Project Manager for preparation ofTCWD's <br />Year 2000 UWMP. Worked with District staff to compile historical infonnation <br />and preparcd entire plan including assistance with public participation <br />and adoption proccss. Preparcd demand and supply projcctions as well as <br />documentation on BMPs and conservation cfforts. <br /> <br />Water Supply Assessment (WSA) for East Orange Lake Village, <br />Santiago County Water District, CA: Project Managcr for preparation of a <br />comprehcnsive WSA in accordance with SB 221 and SB 610 for the District's <br />use in preparing an EIR for the East Orange Lake Village Project. The WSA <br />identifies the water supply, demand, and rcliability of the District at present and <br />into the future, including a sufficient water supply for the East Orange Lake <br />Village Project. The Project proposes development of 1,250 dwclling units <br />with resort commercial use on The Irvine Company's land, which is within the <br />District's 13,448-acre Improvement District Number I. <br /> <br />Water and Wastewater Master Plan, Santiago County Water District, CA: <br />Project Manager for preparation of the District's Water and Wastewater Master <br />Plan to address the facilities necessary to provide water supply, storage, and <br />distribution facilities as well as wastewater service to a new planned community <br />in addition to the remainder of the projected grow1h in the District for the next 20 <br />years and to build-out. <br /> <br />Ventura General Plan Update, Ventura, CA: Project Manager for the drainage, <br />water, and wastewater elements of this work effort as a subconsultant to Rincon <br />Consult:mts. Dc\"clci1cd baseline infonl1ation regarding infrastructure capacity <br />and identified key opportunities and constraints. Psomas has assisted the prime <br />consultant and the Citizen's Advisory Committed with evaluation ofland use <br />alternatives.
