STATEMENT OF QUALIFICATIONS <br />Lidgard and Associates, Inc. was established in October, 1997 for the <br />purpose of providing professional real estate appraisal services Involving <br />various types of real property such as vacant land, single family and multiple <br />family residential properties, improved commercial and industrial properties, <br />as well as special purpose and special use properties including golf <br />courses, hospitals, churches, fire stations, City Hall buildings, mobile home <br />parks, etc. <br />The appraisals of the different types of properties have also included, <br />particularly in the case of right-of-way acquisitions and partial takings, the <br />following types of easements. <br />• Surface and subsurface nonexclusive utility easements. <br />• Permanent (perpetual) roadway easements. <br />• Drainage, storm drain and flood control easements. <br />• Aerial (air rights) easements. <br />• Construction tie back easements. <br />• Temporary construction easements. <br />Scott A. Lidgard, President of the firm, has over 20 years experience in the <br />appraisal of real property for various clients including public agencies, <br />corporations, law firms in connection with litigation support, accountants, <br />and private clients. <br />The office organizational structure of Lidgard and Associates, Inc. is as <br />follows: <br />Scott A.
