Adopt a resolution certifying Final Environmental Impact <br />Report/Environmental Assessment (EIR/EA) No. 95-03 and approve the <br />mitigation monitoring program and statement of overriding <br />considerations for the Alton Avenue Overcrossing Project at SR-55. <br /> <br />2. Approve Alternative 2 as the build alternative for the project. <br /> <br />PLANNING COMMISSION ACTION <br /> <br />A public hearing was held on March 8, 2004 to receive public comments for <br />the Draft Environmental Impact Report/Environmental Assessment (EIR/EA) <br />No. 95-03. <br /> <br />DISCUSSION <br /> <br />The cities of Santa Ana and Irvine, in cooperation with Caltrans, propose <br />to construct the Alton Avenue Overcrossing at SR-55. The lead agencies <br />for this environmental analysis are the City of Santa Ana for the <br />California Environmental Quality Act (CEQA), and the Federal Highway <br />Administration (FHWA) for the National Environmental Policy Act (NEPA). <br />The project area is located along Alton Avenue between Main Street in <br />Santa Ana and Red Hill Avenue in Irvine, approximately two miles in <br />length. In addition, the project includes a segment of SR-55 from <br />MacArthur Boulevard to just south of Warner Avenue in Santa Ana (Exhibit <br />1) . <br /> <br />The City of Santa Ana has developed two alternatives for this project. <br />Alternative 1 is a no build and Alternative 2 is the preferred build <br />alternative. The preferred build alternative assumes that a new <br />overcrossing would be constructed at Alton Avenue connecting the cities <br />of Santa Ana and Irvine.
