<br />Certify Environmental Impact Report No. 95-03 <br />October 17, 2005 <br />Page 2 <br /> <br />access drop ramps, which will allow motorists to enter and exit the <br />freeway from the bridge. <br /> <br />The project also consists of an addition of a signalized intersection <br />with HOV drop ramps, and widening Alton Avenue on the north side between <br />Maple Street and Halladay Street in Santa Ana. The widening of Alton <br />would upgrade this portion of the roadway to secondary arterial <br />standards consistent with the remainder of Al ton Avenue between Main <br />Street and SR-55. <br /> <br />Construction of the HOV direct-access drop ramps will necessitate <br />widening SR-55 to accommodate the median ramps. The following elements <br />are integral to the widening of SR-55: Relocating an existing drainage <br />channel; relocating two sections of Pullman Avenue; widening the Dyer <br />Road undercrossing structure; and, modifying existing ramps at MacArthur <br />Boulevard and Dyer Road to connect with the widened freeway. <br />Overcrossing improvements are within the existing Caltrans right-of-way <br />and the Cities of Santa Ana and Irvine. The project will be <br />constructed using federal, state and local grant funding. The initial <br />phase will include construction of the overcrossing and local street <br />improvements to address current deficiencies. The freeway widening and <br />the HOV direct access drop ramps could be added as a second phase. <br /> <br />Staff recommends that the City Council approve Alternative 2 as the <br />preferred build alternative for the following reasons: <br /> <br />. This alternative consists of constructing a new roadway link across <br />SR-55 to support the circulation network needed to accommodate <br />future development in the Irvine Business Complex (IBC) in Irvine, <br />MacArthur place and MacArthur Place South/Hutton Center in Santa <br />Ana. <br /> <br />55C-2 <br />
