The resulting cross section would be consistent with both cities <br />General Plan Circulation Elements and the Orange County Master Plan <br />of Arterial Highways. <br /> <br />. Alternative 2 will relieve existing traffic congestion on MacArthur <br />Boulevard and Dyer Road. <br /> <br />. This al ternati ve would also provide HOV direct access to and from <br />SR-55 from the Alton Avenue Overcrossing. These HOV ramps will be <br />integrated into the Orange County Transportation Authority's <br />Transitway project which will provide freeway-to-freeway HOV <br />connections within the I-405/SR-55 interchange. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />The FEIR represents an informational document that is intended to inform <br />public decision makers, other responsible and trustee agencies, and the <br />general public of the potential effects of the proposed project. <br /> <br />The City of Santa Ana distributed a Notice of Preparation (NOP) of an EIR <br />and an Initial Study (IS) for the Draft Environmental Impact <br />Report/Environmental Assessment (DEIR/EA) No. 95-03 on June 30, 1997. The <br />NOP/IS was distributed to the State Clearinghouse Office of Planning and <br />Research, public agencies, utility and service providers, homeowners' <br />associations in the project area, nearby property owners, and other <br />individuals that may have an interest in the project. The initial study <br />identified those potential impacts that could be significant and issues <br />that would require additional analysis. Visual Resources <br /> <br />The City of Santa Ana held a public scoping meeting for the Alton Avenue <br />Overcrossing Project to identify concerns or issues from the community, <br />with the release of the Notice of Preparation for the Draft EIR/EA. <br />Comments consisted of concerns about removal of on-street parking, <br />traffic flow around the project, and the potential displacement of <br />businesses. <br /> <br />The DEIR/EA was released on February 2, 2004 for a 45-day public review <br />period from February 2, 2004 to March 17, 2004.
