<br />General Plan Amendment No. 2005-02 <br />Amendment Application No. 2005-06 <br />September 26, 2005 <br />Page 2 <br /> <br />Analysis of the Issues <br /> <br />In 1990, the approval of General Plan Amendment No. 90-9 redesignated a <br />number of properties throughout the city to the Institutional (INS) <br />general plan designation to be consistent with existing school and public <br />facilities uses. The City Council also approved zoning Amendment <br />Application No. 1052 changing the zoning district to Open Space (0) to be <br />consistent with the newly established Institutional (INS) land use <br />designation boundaries. At that time, the construction of the Sepulveda <br />Elementary School west of Bristol Street and north of St. Andrew Place was <br />anticipated and included in the citywide General Plan and zoning <br />amendment. Subsequently, it has been determined that the area designated <br />as Institutional (INS) and Open Space (0) zoning for Sepulveda Elementary <br />School do not correctly reflect the build-out of the school nor the <br />surrounding land uses. <br /> <br />The catalyst for this clean up is a request by the property owner at 1305 <br />West St. Andrew Place to construct an addition to his single family home. <br />As detailed in the Zoning Code (Section 41.681.4), structural alterations <br />or additions may only be made to an existing single-family or two-family <br />dwelling if the property is located in a residential zone, with the <br />exception of the Professional (P) zoning district. Thus, the owner is <br />unable to proceed with an addition until the zoning of his property <br />located on the north site of St. Andrew Place is changed from the Open <br />Space (0) to Single Family Residential (R1). <br /> <br />Exhibits 3 and 4 locate the properties within the project area proposed to <br />be amended to the General Plan land use designation and zones that are <br />compatible with the existing land uses and the long term vision for <br />development. Exhibit 5 provides a table providing additional detail <br />regarding the proposal and the affected properties. <br /> <br />The proposed proj ect area is in the Shadow Run neighborhood. All the <br />affected property owners within the project area, as well as property <br />owners within 300 feet of the project, have been notified of this public <br />hearing and proposed land use actions. <br /> <br />The proposed actions will result in consistency between the General Plan <br />land use designations, zoning district and existing land uses in the <br />project area. Based on the above analysis and the resulting land use <br />consistency, approval is recommended of General Plan Amendment No. 2005-02 <br />and Amendment Application No. 2005-06. <br /> <br />75A-3 <br />
