ed <br />Main Street Concourse Entitlement Actions <br />April 19, 1993 <br />Page 5 of 12 <br />tower will be primarily one and two bedroom units, some with loft space, ranging in <br />size from 1,200 to 1,800 square feet. <br />Planning Commission Recommendations <br />The Planning Commission considered the entitlement actions at their meeting of March <br />8, 1993. In addition to written comments, the Planning Commission received public <br />hearing comments from over 30 individuals at that time. The actions were then <br />continued to their meeting of March 22, 1993. At that time, the Planning Commission <br />voted unanimously to recommend approval of the entitlements, with the following <br />modifications to the entitlement documents and conditions: <br />1. Neighborhood Traffic Mitigation Fund <br />The staff proposal presented to the Planning Commission established a fund in <br />the amount of $750,000 to mitigate potential neighborhood traffic intrusion. <br />This amount would be paid in two phases: $100,000 to be paid during Phase I <br />and $650,000 to be paid during Phase II. Interest earned from the account <br />would be payable to the developer. <br />The Planning Commission modified this provision to require the developer to <br />provide the entire $750,000 prior to the Certificate of Occupancy for the <br />first Phase I commercial building. Interest earned on this money would be <br />retained in the account and available for mitigation. <br />2. Conditional Use Permit for a Helistop <br />The staff proposal presented to the Planning Commission would have allowed a <br />maximum of eight flights (four operations) per day, one per hour, or 148 per <br />month. <br />The Planning Commission modified this condition to establish a maximum of <br />eight flights (four operations) per day, one per hour or 88 flights per <br />month. All flights must occur between 7:00 a.m. and 7:00 p.m. Monday through <br />Friday and 9:00 a.m. and 5:00 p.m. Saturday and Sunday. <br />3. The Planning Commission also added a provision encouraging the developer to <br />establish an apprenticeship program with local building trade associations. <br />The Analysis of the Issues which follows incorporates the modifications made by the <br />Planning Commission. <br />Analysis of the Issues (Exhibits 5 -16) <br />1.
