<br />Draft Findings of Fact and Mitigation Monitoring Reporting Program (applies to CEQA only) <br /> <br />1.0 INTRODUCTION <br /> <br />The Cities of Santa Ana and Irvine , in cooperation with the California Department of <br />Transportation (Caltrans) and the Federal Highway Administration (FHW A), propose to build an <br />overcrossing structure over the Costa Mesa State Route 55 (SR-55) Freeway between the eastern <br />terminus of Alton Avenue in the City of Santa Ana and the western terminus of Alton Parkway in <br />Irvine, Orange County. The proposed project includes SR-55 from 0.1 kilometer (0.06 mile) <br />north of MacArthur Boulevard to 0.1 kilometer (0.06 mile) south ofWamer Avenue and Alton <br />Avenue from Main Street (City of Santa Ana) to 0.1 kilometer east of Red Hill Avenue (City of <br />Irvine). The City of Santa Ana is the project proponent and the Lead Agency with the primary <br />responsibility for preparing and certifying the California Environmental Quality Act (CEQA) <br />compliance documents. The lead agency for the environmental analysis for the proposed project <br />under the National Environmental Policy Act (NEPA) is the Federal Highway Administration <br />(FHW A). The California Department of Transportation (Caltrans) acts as a liaison on behalf of <br />FHWA. <br /> <br />In accordance with Section 15150 of the State CEQA Guidelines, the certified Final <br />Environmental Impact Report/Environmental Assessment (FEIRJEA) is incorporated by <br />reference.
