<br />3.0 CEQA PREPARATION AND PROCESSING
<br />
<br />As required under CEQA, a Notice of Preparation (NOP) with the Initial Study Checklist were
<br />mailed on June 30, 1997 to elected officials and local, state, and federal agencies having
<br />jurisdiction or discretionary approval within the project corridor. The NOP indicated that the
<br />proposed project could potentially cause environmental impacts (e.q. land use, geology, water,
<br />air quality, transportation/circulation, energy, mineral resources, hazardous waste, noise, public
<br />services, and utilities impacts), and that these potential impacts would be analyzed in the
<br />DEIR/EA prepared for the project. The NOP is included as Appendix F of the Draft EIR/EA.

<br />The 30-day review period for the NOP ended on July 30, 1997. During this review period,
<br />comments and input were solicited from state and local government agencies, which would affect
<br />or be affected by the proposed project modifications, as well as from private organizations and
<br />individuals that may have an interest in the project.

<br />The written comments received during the review period for the NOP are contained in Appendix
<br />G of the Draft EIR/EA. The City of Santa Ana considered the information in the NOP, along
<br />with all comments made in the response to the NOP, in preparing the Draft EIR/EA.
<br />
<br />On February 2, 2004, the City of Santa issued the Draft EIR/EA for public review for a period of
<br />45 days ending on March 17, 2004. The Notice of Availability was published in the Orange
<br />County Register (February 4,2004) and in the Irvine World News (February 5, 2004). This legal
<br />notice announced the release of the Draft EIR/EA, described the proposed project modifications,
<br />identified where the Draft EIR/EA was available for review, and stated the period for submittal
<br />of comments on the contents of the Draft EIR/EA. In addition, copies of the Draft EIR/EA were
<br />also made available for public review at the Santa Ana Public Library (26 Civic Center Plaza,
<br />Santa Ana, California, 92701), Irvine Public Works Department (I Civic Center Plaza, 2"' floor,
<br />Irvine, California, 92623-9575), Irvine Heritage Park Regional Library (14361 Yale Avenue,
<br />Irvine, California, 92604), and Caltrans District 12 Office (3347 Michelson Drive, Suite 100,
<br />Irvine, California, 92612-1692). The City of Santa Ana distributed approximately 24 copies of
<br />the Draft EIR/EA to responsible agencies, trustee agencies, affected public agencies, nearby
<br />property owners and residents, and other interested public groups. The City of Santa Ana
<br />received seven letters commenting on the Draft EIR/EA. In May 2004, the City of Santa Ana
<br />completed the Final EIR/EA for the proposed project, and prepared the Response to Comments
<br />document for comments received on the Draft EIR/EA. It is intended that the City of Santa Ana
<br />City Council would consider the Final EIR/EA at its regularly scheduled City Council meeting.
