<br />Draft Findings of Fact and Mitigation Monitoring Reporting Program (applies to CEQA only) <br /> <br />BIO-I <br /> <br />BIO-2 <br /> <br />BIO-3 <br /> <br />BIO-4 <br /> <br />Invasive weeds shall be removed from the project area under the supervision of a <br />botanist qualified in the identification of invasive species. <br /> <br />Pursuant to Executive Order 13112 on invasive species, "Mitigation or eradication <br />measures may include but would not be limited to: cleaning of equipment to prevent <br />spread of weeds; use of weed-free hay bales for erosion control; prompt revegetation <br />of exposed soils; and use of native plant materials in new plantings that will resist <br />introduction or spread of noxious weeds." <br /> <br />Invasive weed removal shall be conducted prior to seed set (as determined by <br />monthly spring surveys by a qualified botanist) to minimize the spread of invasive <br />weed seeds in the project area. If it is not possible to remove weeds prior to seed set, <br />measures to minimize the release of invasive weed seeds during weed removal (e.g., <br />manual weed removal while placing weeds in plastic bags) shall be used. If <br />necessary for erosion-control, only weed-free haybales shall be used. <br /> <br />Mitigation for ACOE Waters of the US shall occur at a mitigation ratio of 1:lbe <br />coordinated with ACOE. Mitigation for CDFG jurisdictional waters shall occur at a <br />mitigation ratio of I: 1. <br /> <br />With Mitigation the Effects are Found to be: <br /> <br />Finding: <br /> <br />( ) Significant (x) Not Significant <br /> <br />I. (x) Changes or alterations have been required in, or incorporated into, the project, which <br />avoid the significant environmental effect. (Subd. [a][I].) <br /> <br />2. () Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the finding. Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency. (Subd. [a][2].) <br /> <br />3. ( ) Specific economic, legal, social, technological, or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR/EA (Subd. [a][3].) <br /> <br />Rationale: Implementation of these mitigation measures will reduce impacts to biological <br />resources, particularly regarding invasive species, to levels less than significant by ensuring that <br />all activities prior and during construction do not promote spreading of invasive species.
