Post Construction. <br /> <br />Table 1 refers to tbe Preferred Alternative only. Alternative I (No Build Alternative) is not included in <br />Table 1 because no mitigation is proposed for this alternative. The project impacts and tbe measures to <br />mitigate or minimize the impacts are further discussed in Section 4.0 of tbe FEIR/EA. <br /> <br />2.0 MITIGATION MONITORING PROCEDURES <br /> <br />2.1 MANAGEMENT <br /> <br />The City of Santa Ana, as Lead Agency for the Alton Avenue Overcrossing project, is also responsible <br />for approving the MMRP, verifying that all mitigation measures are completed, accepting written <br />documentation tbat meets the performance objective for each mitigation measure, and keeping all records <br />for public inspection. The City of Santa Ana Planning Division will be responsible for overseeing <br />implementation and administration of the MMRP for the Alton Avenue Overcrossing at SR-55 project. <br />The City of Santa Ana, in cooperation witb the City of lrvine, is responsible for review of all monitoring <br />reports, enforcement actions, and documentation. The City will rely on information provided by the <br />responsible parties as accurate and up-to-date and to ensure mitigation measure status. <br /> <br />2.2 MONITORING PROCEDURES <br /> <br />1. The City of Santa Ana Planning Division, will be responsible for reviewing the project plans, grading <br />plans and activities, construction sites and/or long term operations to ensure mitigation measures are <br />properly and tboroughly implemented during the design, construction and operation of the Alton <br />Avenue Overcrossing project. <br /> <br />2. Written documentation that the mitigation measures in Table I are implemented shall be maintained <br />by the City of Santa Ana Planning Division. Documentation of these activities must clearly indicate <br />the schedule for implementation, whetber the measure has been implemented, or in the case of on- <br />going measures, that a process has been developed to ensure continued implementation of the <br />measure. <br /> <br />2.3 REPORTING PROCEDURES <br /> <br />I. The City of Santa Ana Planning Division will be responsible for reviewing and coordinating the <br />MMRP (Table I) with the key personnel implementing the project, including tbe City project <br />manager, construction and demolition contractors, and all other key staff and contractors associated <br />with the project. <br /> <br />2. The City of Santa Ana Planning Division will update the MMRP (Table I).
