MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />March 1, 1986 <br /> <br />The meeting was called to order at 8:35 a.m., in the Newport Room of <br />the Grand Plaza Hotel, 2726 South Grand Avenue, Santa Ana, by Mayor <br />Daniel E. Griset. Councilmembers present were John Acosta, P. Lee <br />Johnson, R. W. Luxembourger, Patricia A. McGuigan, Dan Young and <br />Mayor Griset. Also present were City Manager Robert C. Bobb, City <br />Attorney Edward J. Cooper, Clerk of the Council Janice C. Guy, and <br />members of the City Manager's Executive Administrative Staff. <br />Councilmember Wilson B. Hart joined the meeting at 8:43 p.m. <br /> <br />S~ecial Municipal Election - June 3, 1986 <br /> <br />The Mayor indicated that the Clerk of the Council had received, on <br />behalf of the Council, a community petition from Santa Ana Merged <br />Society of Neighbors (SAMSON) which contained a request for placement <br />on the June 3 ballot, a measure which would provide for the direct <br />election of the Mayor, as well as election of Councilmembers by <br />ward. He indicated that although the petition was technically <br />deficient in meeting Elections Code form requirements, he recommended <br />the City proceed with verification that the document contained the <br />requisite number of registered voters as were required by the State <br />Elections Code. He reported that Mr. Lowman, the proponent of the <br />proposal, had stated that if the signatures were insufficient, his <br />group would cease its efforts to place direct election and election <br />of Councilmembers by ward on the June, 1986 ballot. <br /> <br />Extended discussion by Councilmembers ensued on such topics as the <br />necessity for verification, delay of the matter to a November ballot <br />when the City would hold its general election, the possibility of <br />placing the matter directly on the ballot without validation of <br />signatures, the possibility of no action by the Council until <br />Elections Code requirements were met, and the concern that the <br />community would misinterpret the SAMSON proposal as supported by the <br />Council if the Council placed the measure on the ballot. <br /> <br />The Council recessed at 10:04 a.m., and reconvened at 10:30 a.m. with <br />all members present. <br /> <br />CITY COUNCIL MINUTES <br /> <br />91 MARCH L 1986 <br /> <br /> <br />
