<br />mater, and to a lesser degree increases in carbon monoxide <br />and ozone. Peak day construction emissions for most <br />pollutants arising from construction of the proposed <br />project would occur during the grading and excavation <br />phases. <br /> <br />Using the South Coast Air Quality Management District CEQA <br />Air Quality Handbook as a guideline, the threshold for <br />potentially significant short-term air quality impacts <br />would involve the grading of 1,309,000 square feet of area. <br />Assuming grading of the entire project site, approximately <br />18,000 square feet of area would be graded. The proposed <br />grading would be considerably less than the threshold of <br />significance established by the CEQA Air Quality Handbook. <br />While the construction of the proposed project would not <br />exceed SCAQMD thresholds, dust that would be generated by <br />grading activities could be a nuisance to nearby land uses. <br />To contain and minimize dust impacts on the project site, <br />the proposed proj ect would be subj ect to SCAQMD Rule 403. <br />To ensure the proposed project complies with Fugitive Dust <br />Rule 403, the following mitigation measures shall be <br />implemented. <br /> <br />. Grading plans for the proposed project shall reflect <br />the following notes: <br /> <br />1. All material excavated or graded will be <br />sufficiently watered to prevent excessive amounts <br />of dust. Watering with complete coverage shall <br />occur at least twice daily, once in the late <br />morning and once after work is done for the day. <br /> <br />2. All clearing and earthwork activities shall cease <br />during period of high winds (winds greater than <br />25 mph averaged over one hour) or during Stage 1 <br />or Stage 2 smog episodes. <br /> <br />3. Streets surrounding the proj ect site should be <br />cleaned at the end of each day of construction. <br /> <br />4. All material transported offsite shall either be <br />sufficiently watered or securely covered to <br />prevent excessive amounts of dust. <br /> <br />5. The amount <br />earthwork <br />times. <br /> <br />of area <br />activities <br /> <br />disturbed <br />shall be <br /> <br />by clearing <br />minimized at <br /> <br />and <br />all <br /> <br />7 <br /> <br />758-22 <br />
