<br />during periods that are not usually associated with <br />rainfall, and are most commonly produced from landscaping <br />irrigation, leaking pipes, and water used to wash off <br />surfaces tributary to the street. Since urban runoff <br />usually originates in the street, they commonly contain <br />many common pollutants found in streets such as oil and <br />grease and sediment. Additionally, adverse water quality <br />impacts could occur from rain events when sediment, grease <br />and oil on roadways and parking lots are flushed into the <br />local storm drain system. Currently, the project site does <br />not contain any structural Best Management Practices, which <br />could potentially decrease the amounts of pollutants from <br />entering the storm drain system. Uncontrolled urban runoff <br />generated from the project site could result in adverse <br />water quality impacts to downstream receiving waters. <br /> <br />The proposed proj ect involves the development of restaurant <br />uses on the proj ect site. Commercial kitchens could <br />potentially produce grease as a by-product of their <br />operation. If not properly disposed of, the grease could <br />potentially create blockage of sewer lines, which could <br />result in damages to both public and private property and <br />potentially resulting in adverse water quality impacts. To <br />reduce potential water quality impacts to a level considered <br />less than significant, the following mitigation measure <br />shall be implemented. <br /> <br />Mitigation Measure <br /> <br />· Prior to the issuance of a grading permit the <br />applicant shall submit and have approved a surface <br />drainage/utility plan that depicts all applicable Site <br />Design structural Source Control and Treatment Control <br />Best Management Practices in accordance with the <br />Orange County Drainage Area Management Plan and the <br />City of Santa Ana Local Implementation Plan. <br /> <br />· Prior to the issuance of a grading permit the <br />applicant shall provide two copies of the Water <br />Quality Management Plan that include the following: <br /> <br />a. Site Assessment <br />b. Site Design BMP's <br />c. Applicable Routine Source Control BMP's <br />d. Mechanisms by which funding for long-term operation <br />and maintenance of all structural BMP's shall be <br />provided. <br /> <br />17 <br /> <br />758-32 <br />
