Impact aquatic, wetland or riparian habitat? <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />The project site is located within the Lower Santa Ana <br />River Watershed. The water quality within the watershed is <br />under the jurisdiction of the Santa Ana Regional Water <br />Quality Control Board and subject to the objectives, water <br />quality standards and Best Management Practice requirements <br />established in the Santa Ana River Basin Plan and the <br />Orange County Drainage Area Management Plan. The City of <br />Santa Ana implements the goals, objectives and requirements <br />of the Basin Plan and Drainage Area Management Plan through <br />the City's Local Implementation Plan. <br /> <br />The project site storm water flows would be conveyed by <br />sheet flow northwesterly to an underground storm drain <br />along Fairhaven Avenue to Santiago Creek and then to the <br />Santa Ana River before ultimately discharging into the <br />Pacific Ocean. The Santa Ana Regional Water Quality Control <br />Board has identified the mouth of the Santa Ana River at <br />the Pacific Ocean as an impaired water body. <br /> <br />Short-Term Construction Related Water Quality Impacts <br /> <br />During construction operations there is the potential that <br />surface water runoff could be degraded. If the degraded <br />surface water runoff is conveyed into the local storm drain <br />system, potential adverse water quality impacts could occur <br />to downstream receiving waters. To minimize potential <br />construction related water quality impacts, the proposed <br />project would be required to prepare and implement an <br />erosion control plan. <br /> <br />Long Term Operational Water Quality Impacts <br /> <br />The primary concern <br />with the operation <br />urban runoff.
