<br />24. Prior to the issuance of grading permits, the project developer shall <br />provide two copies of the Water Quality Management Plan that <br />include the following: <br /> <br />a. Site Assessment. <br /> <br />b. Site Design BMPs. <br /> <br />c. Applicable Routine Source Control BMPs. <br /> <br />d. Selection and sizing of the Treatment Control BMPs. <br /> <br />e. Mechanisms by which funding for long-term operation and <br />maintenance of Structural BMPs will be provided. <br /> <br />f. Operation and Maintenance Plan to describe the long-term <br />operation and maintenance requirements of all applicable <br />Structural BMPs, and to identify the entity in charge of <br />implementation. <br /> <br />25. Prior to the issuance of grading permits, the project developer shall <br />submit a final run-off evaluation for review and approval showing <br />the existing and proposed facilities and methods of draining the site <br />without exceeding the capacity of any street or adjacent storm drain <br />facility . <br /> <br />26. Prior to issuance of grading permits, the project developer shall <br />submit to the City of Santa Ana Planning Division a letter from the <br />Department of Defense and CalTrans that adequate access is <br />provided to the Department of Defense fuel line and the CalTrans <br />sound wall. <br /> <br />27. Grading Plans and Building Plans for the proposed project shall <br />note that all construction equipment shall be properly maintained <br />and tuned to minimize noise emissions. <br /> <br />28. Grading Plans and Building Plans for the proposed project shall <br />note that all equipment shall be fitted with properly operating <br />mufflers and air intake silencers. <br /> <br />29. To ensure compliance with SCAQMD Fugitive Dust Rule 403, <br />grading plans for the proposed project shall reflect the following <br />notes: <br /> <br />Resolution No. 2005-108 <br />Page8of11 <br />
