Multi-family Residential Development Standards <br /> <br />Ken Adams, senior Planner, described the review process that staff <br />had used in developing proposed new multi-family residential <br />development standards, indicating the Planning Commission had had a <br />special study session on the subject, that the matter had been <br />considered at a public hearing involving the Planning Commission and <br />the Development community, and that the standards had also been <br />considered at a regular Planning Commission meeting. He showed a <br />slide presentation which demonstrated such standards for density <br />maximums, minimum parcel area, minimum lot widths, yard setback <br />requirements, building height and open space requirements. He also <br />commented that staff had developed a non-conforming index formula <br />which would allow for development of unusually configured parcels of <br />land. <br /> <br />Adams responded to Councilmembers' questions. Councilmember Acosta <br />requested a continuation of the standards for two weeks. <br /> <br />Community Development Block Grant Budset <br /> <br />The Mayor indicated the Council would need additional time for the <br />CDBG budget and indicated the matter should be set for another study <br />session. He also requested that staff provide comparisons between <br />current and previous years' allocations and recipients. <br /> <br />Councilmembers discussed concerns relative to Consent Calendar items. <br /> <br />Councilmember Acosta indicated he felt the time frame for receipt of <br />bids on Item No. 2A was too short; the City Manager responded that <br />the request for proposal deadline would be extended by two weeks. <br /> <br />The Council recessed at 4:55 p.m. and reconvened in the Council <br />Chambers at 5:00 p.m., with all members present except Councilmember <br />Acosta. <br /> <br />CONSENT CALENDAR <br /> <br />MOTION: Approve staff recommendations on the following Consent <br /> Calendar items: <br /> <br />MOTION: McGuigan SECOND: Young <br /> <br />VOTE: <br /> <br />AYES: Griset, Hart, Johnson, Luxembourger, <br /> McGuigan, Young <br />NOES: None <br />ABSENT: Acosta <br /> <br />MINUTES <br /> <br />MOTION: Approve. <br /> <br />1.A.
