MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />JULY 26, 1986 <br /> <br />The meeting was called to order at 8:12 a.m. in Room 831, city Hall, 20 Civic <br />Center Plaza, by Mayor Daniel E. Griset. Councilmembers present were John <br />Acosta, P. Lee Johnson, R. W. Luxembourger, Patricia A. McGuigan and Mayor <br />Griset. Also present were City Manager David N. Ream, city Attorney Edward J. <br />Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Wilson B. Hart joined the meeting at 8:23 a.m. Councilmember <br />Dan Young was absent. <br /> <br />BUDGET REVIEW <br /> <br />HUMAN RESOURCES <br /> <br />The Executive Director of Human Resources reviewed the responsibilities of the <br />two major divisions of his agency, Personnel Services and Risk Management. <br /> <br />Councilmembers discussed several aspects of the Department's operations, <br />including but not limited to the following: allegations regarding racial <br />discrimination by the city, possible impacts of Proposition 61, the balance <br />between open and promotional recruitments, the City's Training Program, <br />turnover rates, and the City's response to private sector personnel changes. <br /> <br />Councilmember Luxembourger requested a list of planned training activities by <br />Human Resources for 1986-87. <br /> <br />CLOSED SESSION <br /> <br />At 8:45 a.m., the Council recessed to Closed Session. <br /> <br />The Clerk of the Council announced the Council was recessing to Closed Session <br />pursuant to Government Code Section 54956.9(a) to confer with the city <br />Attorney regarding pending litigation which had been initiated formally and to <br />which the City was a party, to wit, Johnson vs. City of Santa Ana. <br /> <br />At 8:52 a.m., the Council reconvened with all members present except <br />Councilmember Young. <br /> <br />CITY COUNCIL MINUTES 308 JULY 26, 1986 <br /> <br /> <br />
