Adopt a resolution authorizing the City Manager and the Chief of <br />Police to execute a grant award agreement with the U.S. Department of <br />Justice, Office of Community Oriented Policing (COPS) for the COPS <br />2005 Technology Grant in the amount of $197,329. <br /> <br />2. Approve an appropriation adjustment accepting the COPS 2005 Technology <br />Grant funds in the amount of $197,329 into the revenue account <br />(account no. 127-01-5359-4) and appropriate same into the COPS 2005 <br />Technology Grant expenditure accounts (account no. 127-357-various). <br /> <br />DISCUSSION <br /> <br />The Santa Ana Police Department has received a $197,329 grant award to <br />fund specific technology expansions to enhance Santa Ana's Technological <br />Approach To Target Responses Against Crime (STAT-TRAC). In 2002, the <br />implementation of STAT-TRAC developed a comprehensive self-examination <br />process department-wide. The STAT-TRAC meetings are an integral component <br />of a comprehensive interactive management strategy, enhancing <br />accountabili ty and enabling the Division Commanders and Managers with a <br />communications link to the Department's Senior Management Team. The <br />process has been tremendously successful for the Police Department, and <br />its benefits have literally created a revolution in terms of how <br />detectives, crime analysts and police managers think about the <br />relationship between suspects, crime victims, and methods of operation. <br />The system has allowed police professionals to identify trends, temporal <br />variables, potential serial crimes and criminals, and most importantly, <br />the review of activity and geographical hotspots of crime in an organized, <br />graphical, and consistent manner. <br /> <br />20A-1 <br />
