<br />LSS 12/12/05 <br /> <br />RESOLUTION NO. 2005-116 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO <br />EXECUTE A GRANT AWARD AGREEMENT WITH THE <br />UNITED STATES DEPARTMENT OF JUSTICE, OFFICE <br />OF COMMUNITY ORIENTED POLICING SERVICES <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby, finds, determines and <br />declares as follows: <br /> <br />A. The Santa Ana Police Department has been awarded a COPS 2005 <br />Technology grant in the amount of $197,329.00 to fund specific technology <br />expansions to enhance Santa Ana's Technological Approach To Target <br />Responses Against Crime (STAT-TRAC) system. <br /> <br />B. STAT-TRAC is a comprehensive self-examination process for the Police <br />Department which allows detectives and management to identify trends, <br />temporal variables, potential serial crimes and criminals, and review activity <br />and geographical hotspots of crime in an organized, graphical and <br />consistent manner. <br /> <br />C. The new grant funding will be utilized to equip additional areas of the Police <br />Department with the equipment and technology currently available only in <br />the STAT-TRAC room. Enhancing the availability of the STAT-TRAC <br />system will ensure the entire Police Department receives the information in <br />a timely manner and in the same graphical form presently available to <br />detectives and management. <br /> <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and directs <br />The Chief of Police or his designee to execute the grant award agreement with the <br />United States Department of Justice, Office of Community Oriented Policing Services <br />(COPS). <br /> <br />Section 3. The City Council of the City of Santa Ana hereby appoints the Chief of <br />Police, or his designee, as agent for the City of Santa Ana to conduct all negotiations, <br />execute and submit all documents, including but not limited to applications, agreements, <br />amendments and payment requests which may be necessary for the acceptance and <br />maintenance of the aforementioned grant. <br /> <br />20A-3 <br /> <br />
