MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />OCTOBER 6, 1986 <br /> <br />The meeting was called to order at 2:17 p.m., by Mayor Daniel E. Griset, <br />in Room 147, City Council Chambers, 22 Civic Center Plaza. <br />Councilmembers present were John Acosta, Wilson B. Hart, P. Lee Johnson, <br />R. W. Luxembourger, Patricia A. McGuigan, Dan Young and Mayor Griset. <br />Also present were City Manager David N. Ream, Assistant City Attorney <br />Richard Lay and Clerk of the Council Janice C. Guy. <br /> <br />STUDY SESSION <br /> <br />Video Health Center <br /> <br />Wayne Schroeder, Executive Director of Western Medical Center, previewed <br />VideoHealth, an electronic health care information center, and <br />demonstrated the equipment's capabilities to the Council. He explained <br />that Western Medical planned to offer this information health service to <br />the community, and requested permission to install a VideoHealth <br />Information Center in City Hall and other locations. <br /> <br />The City Manager explained that staff's recommendation relative to Video <br />Health would be addressed during the Business Session. <br /> <br />Eastside and washington Square Neighborhood Plans <br /> <br />Deputy City Manager Swanson explained the primary objective of a <br />neighborhood plan was to provide a policy context for future land use <br />decisions, and briefly discussed the Washington Square and Eastside <br />Neighborhood plans. He mentioned staff's recommendation with respect to <br />Washington Square was to buffer that neighborhood from commercial areas, <br />and that in the Eastside Neighborhood, the overriding concern was <br />density. He indicated that the Planning Commission recommendation for <br />Council's consideration on the Evening Agenda was to reduce density, and <br />to not permit "grandfathering" developments currently in plan check in <br />that area. <br /> <br />Councilmembers discussed concerns relative to the impact of the recent <br />Planning Commission decision to place a moratorium on building permit <br />issuances in the Eastside Neighborhood. <br /> <br />The City Manager indicated staff would prepare a position paper exploring <br />the relationship between the City Council, the Planning Commission and <br />staff, specifically with regard to the latitude afforded staff after a <br />Planning Commission decision, but prior to Council action. <br /> <br />At 3:20 p.m., the Council recessed and reconvened at 3:28 p.m., with all <br />members present. <br /> <br />CITY COUNCIL MINUTES 377 OCTOBER 6, 1986 <br /> <br /> <br />
