<br />EXHIBIT A-I <br /> <br />Consultant shall prepare and present an 8-hour WMD Workshop / Tabletop exercise for <br />the City of Santa Ana, Said Workshop will be held during the month of January 2006 at <br />the Santa Ana Police Headquarters. The exercise will involve 25-30 participants drawn <br />from the Santa Ana Police and Fire Departments. All activities are to be performed in <br />accordance with the requirements as specified by the Department of Homeland <br />Security/Office of Domestic Preparedness (DHS/ODP) Homeland Security Exercise and <br />Evaluation Program (HSEEP). <br /> <br />Scope of Services <br /> <br />Consultant will design, develop and execute a WMD Workshop/Tabletop Exercise <br />(WS/TTX) in accordance with the ODP HSEEP volumes I-IV. <br /> <br />Consultant will provide an "Exercise Support Team" staff skilled in the design and <br />development ofWMD WS/TTX. The Exercise Support Team, led by Jim Bailey, will be <br />responsible for producing all of the exercise deliverables and interfacing with exercise <br />planners. The core Exercise Support Team may be supplemented by additional staff that <br />can function as facilitators during the exercise and conduct National Incident <br />Management System (NIMS) compliance reviews. <br /> <br />At a minimum, Consultant will perform the following activities in support of this <br />exercise: <br /> <br />. Coordinate and facilitate up to three (3) exercise planning meetings for the <br />WS/TTX. <br />. Conduct one (1) comprehensive Initial Planning Conference to determine the <br />scope, design and objectives for the WMD WS/TTX. <br />. Develop and reproduce copies of the WS/TTX Situation Manual in sufficient <br />numbers for the exercise, but not to exceed 50 copies. <br />. Produce annotated aerial imagery to enhance exercise participant situational <br />awareness. <br />. Coordinate an appropriate number of facilitators to support the WS/TTX. <br />. Produce an After-action Report and Improvement Plan for the WS/TTX within 45 <br />days of exercise completion. Provide five (5) hard copies and one (1) CD Rom <br />copy of the individual report to the Santa Ana Police Department. <br />. Renew the City of Santa Ana Emergency Operations Plan to ensure compliance <br />with the requirements of the NIMS. <br />. Prepare all documents in accordance with HSEEP Volume IV standards. <br /> <br />Subcontractors <br /> <br />The project will require the assistance ofMr. Vic Thies, Commander, Irvine Police <br />Department (Ret), ofVT & Associates, who will provide the City of Santa Ana with an <br />
