MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />APRIL 6, 1987 <br /> <br />The meeting was called to order at 2:14 p.m. in Room 423, City Hall, 20 <br />Civic Center Plaza by Mayor Dan Young. Councilmembers present were Daniel <br />E. Griset, Wilson B. Hart, Ron May, Patricia A. McGuigan, Miguel A. Pulido <br />and Mayor Young. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember John Acosta was absent. <br /> <br />CITY COUNCIL STUDY SESSION <br /> <br />League Transportation Super Committee Update <br /> <br />Mayor Young reported to Councilmembers that he had agreed to serve as the <br />Chair of the Orange County League Super Committee on Transportation. He <br />indicated the purpose of the committee was to identify transportation <br />projects in priority order in each of Orange County's cities, for the <br />purpose of arriving at a consensus on a county-wide transportation funding <br />policy and strategy plan. The Mayor noted the Committee would be holding an <br />all-day workshop on April 25, and that the Committee had set September as <br />its goal for a finished product. He indicated he would provide updates to <br />the Council as the Committee's work progressed. <br /> <br />Proposed 1987-88 CDBG Program <br /> <br />Cindy Nelson, Acting Executive Director of the Community Development Agency, <br />explained that although the City would receive $3.894 million in Community <br />Development Block Grant funding for fiscal year 1987-88, requests in excess <br />of $15 million had been lodged with staff for use of these funds. She <br />indicated those requests had been reviewed by a Citizen's Advisory <br />Committee, that a public hearing would be held on the proposed CDBG Program <br />on April 20, 1987, and that adoption of the CDBG Program was projected to <br />occur on May 4. Nelson then reviewed staff's recommendations with respect <br />to specific project funding, and responded to Councilmembers' questions. <br /> <br />Legislative Assistants <br /> <br />Deputy City Manager Perkins reviewed the results of a survey of local <br />government Council support alternatives. Due to Councilmember Acosta's <br />interest in this matter and absence from the meeting, the Council agreed to <br />continue discussion of this matter to a subsequent study session. <br /> <br />CITY COUNCIL MINUTES <br /> <br />84 APRIL 6, 1987 <br /> <br /> <br />
