"T permit to identify drivers qualified to serve. The decal will be applied by General Man-
ger to the vehicle. This mode of certification not only assures the use of qualified drivers,
but allows easy visual confirmation by The Depot to ensure only authorized drivers are
present.
VI. Drivers
A White and Yellow Cab Inc. drivers remain the foundation upon which our company is
built. We utilize drivers under a lease agreement as do all taxi companies in Orange County.
Drivers who lease a taxi are subject to review of their conduct, vehicles, and uniform dress
each time they come to pay for the lease. We use drivers who lease on a daily and weekly
basis. The General Manager, Fleet Manager, and President meet with each driver when they
come to renew. Vehicles are also inspected for preventive maintenance at this time. Drivers
not conforming to our expectations of professionalism or cleanliness are subject to disciplin-
ary action, up to and including termination of their lease.
Owner operators are used by the two largest taxi fleets, Yellow Cab of North Orange County
and California Yellow Cab. A White and Yellow Cab Inc. has shied away from this business
practice and will not ever use owner operators. The concept is that the driver owns the taxi
vehicle and pays a reduced dispatching fee, instead of a lease. The attractiveness of this
program is that drivers are responsible for the maintenance of their vehicles and the taxi
company is able to reduce overhead. The problem lies in this cost savings, as drivers may
cut corners on preventive maintenance to save money. Also, there is no inspection of the
vehicle on a regular basis. Drivers who become owner operators are also of the type that do
not want to have supervision by the company. Owner operators are not the choice of A
White and Yellow Cab Inc.
Lease drivers are screened extensively for suitability to become professional drivers. Drivers
must understand the expectations of our company for service and performance. Our process
of hiring and selection entails several factors.
Primary and Backup Drivers
We have arranged 17 primary drivers for The Depot. They are the most experienced and
professional drivers of all taxi drivers. All drivers participating in The Depot proposal will
be certified through the integration classes and Driver's Academy. Successful drivers will be
able to display the "T" decal on their vehicles for easy identification.
More on specific drivers is presented in the driver experience section. To qualify as a pri-
mary driver, a minimum 4 years experience is required with no more than one minor com-
plaint - with no complaints within the past 2 years. It is anticipated that primary drivers will
be able to provide ample coverage throughout the year. Back up drivers may be used in rare
occasions or during hours of non - operation.
