<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JANUARY 17, 2006 <br />TITLE: <br /> <br />APPROVED <br /> <br /> <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT FOR CITY OF SANTA <br />ANA REGIONAL TRANSPORTATION <br />CENTER METROLINK EXTENSION <br />STUDY PROJECT #06-2502 <br /> <br />~ <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an agreement with Parsons Brinckerhoff in <br />an amount not to exceed $154,000 to conduct the City of Santa Ana <br />Regional Transportation Center Metrolink Extension Study. <br /> <br />DISCUSSION <br /> <br />On October 14, 2005, the aCTA Board of Directors approved a package of <br />projects as a substitute for the Centerline Project that would satisfy <br />the air quality goals established for rapid transit projects. The Board <br />also approved a five-year program of rapid transit projects using the <br />existing Metrolink commuter rail corridor as the backbone of the Orange <br />County's transit system. These Board actions allow cities to develop and <br />propose feeder systems connecting major destinations or activity centers <br />on the existing commuter routes within their city limits. These feeder <br />systems could use buses, trolleys, light-rail, monorails or other systems <br />best suited to the community. <br /> <br />Approximately $30 million will be available to cities for startup <br />allocations for Metrolink Extension Planning Studies. The aCTA Call for <br />Project is scheduled for Spring 2006. To meet the schedule, staff <br />recommends the services of a professional transportation consultant. The <br />services are to assist the City with a grant application and to conduct <br />preplanning studies for the feeder systems. <br /> <br />Staff recommends that the City execute an agreement with Parsons <br />Brinckerhoff (PB) to provide consultant support services to conduct the <br />City of Santa Ana Regional Transportation Center Metrolink Extension <br />Study that will meet the various Federal transit agencies' guidelines. <br /> <br />258-1 <br />
