MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MAY 18, 1987 <br /> <br />The meeting was called to order at 2:15 p.m. by Mayor Dan Young, in Room <br />423, City Hall, 20 Civic Center Plaza. Councilmembers present were John <br />Acosta, Wilson B. Hart, Ron May, Patricia A. McGuigan and Mayor Young. <br />Also present were City Manager Davi dReam, City Attorney Edward J. Cooper <br />and Assistant Clerk of the Council William D. Baron. <br /> <br />Councilmembers Daniel E. Griset and Miguel A. Pulido joined the meeting <br />at 2:33 p.m. and 3:16 p.m. respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />Immigration Reform Act <br /> <br />Staff requested to continue this item to the Council meeting of June l, <br />1987. FILE 445 <br /> <br />Presentation of 1987-88 City Budget <br /> <br />Human Resources <br /> <br />Alex Sanchez, Executive Director of Human Resources, presented an overview <br />of the organizational structure of his agency, introducing several key <br />staff members. He presented graphic data demonstrating the increase in <br />the total number of approved City positions and in the number of distinct <br />job classifications during the last 13 years and reported that during this <br />period there was no increase in the number of professional staff in the <br />Personnel Division. He then presented his agency's budget, indicating a <br />request for five new positions to more effectively deal with the current <br />number of City positions and classifications. During his presentation, <br />Mr. Sanchez indicated that the City's current work force reflected the <br />characteristics of the county-wide population better than any other Orange <br />County city. The Council requested copies of the data which demonstrate <br />this point. <br /> <br />At 2:57 p.m., the Council recessed, and reconvened at 3:16 p.m., with all <br />Councilmembers present. <br /> <br />Finance and Management Services <br /> <br />Rod Coloma, Executive Director of Finance and Management Services, <br />presented a review of his agency's achievements over the last fiscal year, <br />the agency's Five Year Plan and goals for the upcoming fiscal year. He <br />reviewed the organizational structure and introduced key individuals from <br />his agency.
