The requirements of the parking study included the consultant <br />collecting parking counts at multiple locations with similar land uses. The consultant then would <br />derive the parking requirements based on the observed parking rates. <br /> <br />4.2.4 Parking Occupancy Parking Demand <br /> <br />As discussed in Section 3.3, the average peak parking rate for a weekday was 0.81 parking <br />spaces per occupied room, and the average peak parking rate for weekend day was 0.77 parking <br />spaces per occupied room. Because the parking rate for a weekday was higher than the weekend <br />day, the parking requirements for a weekday take precedence. Therefore, the parking <br />requirement for the proposed ESA hotel is 149 parking spaces if the hotel operates at full <br />occupancy. Because 190 parking spaces are provided on-site, there will be a surplus of 41 <br />parking spaces. However, hotels typically do not operate at full occupancy. Assuming the <br />proposed ESA hotel will operate at 90 percent of full capacity, the parking requirement is 134 <br />parking spaces with a surplus of 56 parking spaces. <br /> <br />4.3 Parking Analysis <br /> <br />The parking requirements calculated in Section 4.2 based on the four different methodologies <br />was compared against the future parking supply at the proposed ESA hotel to determine if <br />sufficient parking would exist. Table 4.3-1 summarizes the parking demand based on the four <br />methodologies and parking supply. As shown in Table 4.3-1, the proposed ESA hotel will <br />provide sufficient parking spaces based on each methodology and for each jurisdiction except for <br />the parking requirements for the Cities of Costa Mesa, Huntington Beach and Santa Ana. The <br />Cities of Huntington Beach and Santa Ana had parking rates that closely resembles one parking <br />space per room, which was higher than the observed parking rates as determined in this study. <br />The City of Costa Mesa counts hotels with kitchens as residential units. <br /> <br />Tes <br /> <br />Page 10 <br /> <br />75A-52 <br />
