MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />JUNE l, 1987 <br /> <br />The meeting was called to order at 2:20 p.m. in Room 423, City Hall, 20 <br />Civic Center Plaza by Mayor Dan Young. Councilmembers present were John <br />Acosta, Daniel E. Griset, Wilson B. Hart, Ron May, Miguel A. Pulido and <br />Mayor Young. Also present were City Manager David N. Ream, Assistant City <br />Attorney Richard Lay and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Patricia A. McGuigan was absent, due to her attendance at <br />the Mayors and Councilmembers Legislative Conference in Sacramento. <br /> <br />COUNCIL STUDY SESSION <br /> <br />Immigration Reform Act <br /> <br />Management Analyst Francisco Gutierrez reported the results of his <br />research with respect to the recently adopted Federal Immigration Reform <br />Act. He explained the major components of the Act, and discussed possible <br />impacts on the City resulting from several "potential scenarios" with <br />respect to immigrants and employers. <br /> <br />Councilmembers discussed various aspects of the law; and requested an <br />update on the issue in six months, statistics regarding numbers of <br />immigrants accorded amnesty and a reduced copy of the charts used for the <br />presentation to Council. FiI~445 <br /> <br />1987-88 City Budget <br /> <br />Recreation and Community Services Agency <br /> <br />Allen Doby, Executive Director, Recreation and Community Services Agency, <br />presented the budget for the Cable T.V. Division of his Agency, discussing <br />the Division's mission, recent Awards for Cable Excellence, and <br />anticipated production and program scheduling for the coming fiscal year. <br />He informed the Council that the Division's manager had recently resigned, <br />but that he personally and a contract technician would be supervising the <br />four regular employees, as well as the contract employees, staffing the <br />Division. <br /> <br />Doby briefly discussed the Agency's Five-Year Capital Improvement Program, <br />indicating the Agency anticipated initiation of numerous new projects in <br />Fiscal Year 1987-88, including the construction of Monkey Island at the <br />Santa Ana Zoo. <br /> <br />At 3:27 p.m., the Council recessed, and reconvened at 3:43 p.m., with the <br />same Councilmembers present. <br /> <br />CITY COUNCIL MINUTES <br /> <br />152 JUNE l, 1987 <br /> <br /> <br />
