Community Events Center <br /> <br />Dori Owen, Program Manager, presented the Community Events Center Budget, <br />including its Mission Statement, 1986-87 Accomplishments, projected <br />Five-Year Plan, and current budget figures. She discussed in more detail <br />the major events coordinated by the Center, including Toys on Parade, <br />Golden City Days, and the Rose Parade Float, showed a video presentation <br />promoting Toys on Parade, and responded to Councilmember's specific <br />questions. <br /> <br />Library <br /> <br />Library Director Rob Richard presented the Library's budget, discussing <br />such aspects as the Library's mission, number of patrons, materials lent <br />annually by the Library, staffing, volunteer hours, Library dollars spent <br />by the City per resident, and number of books per resident. He indicated <br />that Santa Ana ranked extremely low in the latter two categories. He <br />noted the Library would be undertaking a major remodeling project in the <br />coming fiscal year, and responded to Councilmember's specific questions <br />with regard to Library operations. <br /> <br />Councilmember Hart requested that the Council be provided with the number <br />of Library dollars spent per user by the various libraries located in <br />Orange County. <br /> <br />Community Development Agency <br /> <br />Cindy Nelson, Executive Director, Community Development Agency, presented <br />her Agency's budget including its mission, goals, and slides of 1986-87 <br />accomplishments, including such projects as Main Place, the Business <br />Enterprise Center, Park Towers, and the Fiesta Market Place. She <br />indicated there were seven major divisions within the Agency, including <br />Administrative Services, Community Development Block Grants, Real <br />Property, Housing Services, Economic Development, Downtown Development, <br />and Redevelopment; and introduced each of the staff members responsible <br />for these divisions. Program Managers Pat Whitaker, Housing Services, and <br />Robyn Simpson, Economic Development, reviewed the accomplishments of their <br />respective program areas. <br /> <br />The Mayor requested that Councilmembers be provided with a three-year <br />profile and a five-year projection of housing rehabilitation loans. <br />Councilmembers asked for additional information with respect to the <br />Agency's budget, including a chart delineating tax increment growth, <br />budget background information developed by Katz Hollis, a financial plan <br />for the Bowers expansion project, and also requested that a Study Session <br />be scheduled for review of the Museum District's development plan. <br /> <br />By the unanimous informal consent of the Council, the City Manager was <br />directed to contact the Santa Ana Unified School District regarding <br />repayment of Agency funds lent to the District for acquisition of the <br />Bristol Street School property. <br /> <br />Consent Calendar Review <br /> <br />Councilmembers discussed concerns relative to Consent Calendar Items. <br /> <br />At 5:51 p.m., the Council recessed for dinner in Room 831. <br /> <br />CITY COUNCIL MINUTES 153 <br /> <br />JUNE l, 1987 <br /> <br /> <br />
