Approve an Appropriation Adjustment accepting State of California <br />Fifteen Percent Governor's Workforce Investment Act funds in the <br />amount of $62,500 into revenue account (account no. 123-01-5350) and <br />appropriate the same to expenditure accounts (account nos. 123-196- <br />various) . <br /> <br />2. Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute an agreement with Orangewood <br />Children's Foundation to fund the Foster Youth Liaison Project from <br />January 1, 2006, through December 31, 2006, for an amount not to <br />exceed $60,650. <br /> <br />DISCUSSION <br /> <br />Under the Workforce Investment Act (WIA), Section 129 (b) (2) (C), the State <br />of California is required to provide additional assistance to local areas <br />that have high concentrations of eligible youth. On October 7, 2005, the <br />State released Directive number WIAD05-7 indicating that WIA Fifteen <br />Percent funding would be available upon approval of a proposal submitted <br />by the local Workforce Investment Boards. The Santa Ana Workforce <br />Investment Board/Youth Council submitted a proposal to fund the Foster <br />Youth Liaison Proj ect, administered by the Orangewood Children's <br />Foundation. The proposal submitted would target and facilitate <br />enrollment of foster/emancipated youth to the local WIA funded youth <br />system. The project would provide universal services for up to 100 youth <br />at the Orangewood Children's Foundation Resource Center located in Santa <br />Ana. In addition, the proj ect will enroll 12 WIA eligible <br />foster/emancipated youth into the WIA system. Services provided to the <br />youth include comprehensive education and employment preparation services <br /> <br />20A-1 <br /> <br />
