Police Department <br /> <br />Acting Police Chief Hansen introduced members of the Department <br />responsible for preparing the Police Budget, and presented the <br />Department's mission and goals, and a video tape which graphically <br />depicted those goals. He showed the Council charts demonstrating Police <br />personnel per thousand population, and Police service per capita costs in <br />several cities throughout Orange County. <br /> <br />Councilmember Pulido requested that the Council be provided with <br />documentation showing how the Department arrived at its estimate of <br />undocumented persons in the City. <br /> <br />Councilmember Acosta requested that staff investigate purchase of <br />helicopter service from the Sheriff's Department, providing the Sheriff's <br />Department Helicopter Program is approved as part of the County Budget. <br /> <br />At 4:05 p.m., the Council recessed and reconvened at 4:13 p.m., with the <br />same Councilmembers present. <br /> <br />Planning and Building Agency <br /> <br />Deputy City Manager Rex Swanson briefly presented the Agency's mission, <br />major activities, and accomplishments in 1986-87, and 5-year goals for the <br />Agency. Staff showed a video tape entitled "A Blueprint For Today," which <br />depicted the major functions of the Agency. <br /> <br />Planning Manager Melanie Fallon reviewed the accomplishments of the <br />Planning Division, noting in particular the adoption of General Plan <br />Amendment Nos. 87-1 and 86-8, as well as 20 zoning amendments adopted <br />during 1986-87. She discussed 5-year goals for current Planning and <br />Development Processing, and indicated staff was using an ad hoc <br />Developers' Committee to assist in the establishment of processing <br />procedures, noting that major developments would receive an initial <br />screening within two weeks of receipt of plans by the Division. She <br />presented charts showing Planning and Building Safety Agency activity <br />levels for Fiscal Years 1981-88, as well as the activity level of Planning <br />Departments in similar cities. <br /> <br />Building Manager Joe Mazzeo presented his Division's mission, and <br />discussed briefly the duties and accomplishments of the major functional <br />areas in the Division, Building Inspection and Code Enforcement. He <br />indicated that for Code Enforcement purposes, the City had been divided <br />into four quadrants, with each quadrant served by five Code Enforcement <br />staff members. <br /> <br />At 5:13 p.m., the Council recessed, and reconvened at 5:20 p.m., with the <br />same Councilmembers present, except for Councilmembers Griset and May. <br /> <br />CITY COUNCIL MINUTES 169 JUNE 15, 1987 <br /> <br /> <br />
