MINUTES OF ll(E REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />JULY 20, 1987 <br /> <br />The meeting was called to order at 2:18 p.m., by Mayor Dan Young, in Room <br />423, City Hall, 20 Civic Center Plaza. Councilmembers present were John <br />Acosta, Wilson B. Hart, Ron May, Patricia A. McGuigan, and Mayor Dan <br />Young. Also present were City Manager David N. Ream, Assistant City <br />Attorney Richard Lay and Clerk of the Council Janice C. Guy. <br /> <br />City Attorney Edward J. Cooper and Councilmember Daniel E. Griset joined <br />the meeting at 2:35 p.m, and 2:40 p.m., respectively. <br /> <br />Councilmember Miguel A. Pulido was absent, due to his attendance at a <br />program for Senior Executives in State and Local Government at Harvard <br />University. <br /> <br />COUNCIL STUDY SESSION <br /> <br />Proposed Billboard Fees and Standards <br /> <br />Rod Coloma, Executive Director, Finance and Management Services, reported <br />to Council he had met with representatives of six billboard companies on <br />July 10, 1987 for the purpose of obtaining information regarding gross <br />receipts earned on billboard installations in the City of Santa Aha. He <br />indicated that as of the Council meeting, the information was not yet <br />complete, and that staff was therefore requesting a continuation of Item <br />No. 25.A., Business License Tax - Off-Premise Commercial Advertising <br />Signs, to August 3, 1987. <br /> <br />Planning Director Melanie Fallon reviewed professional planning theory <br />relative to billboards, and explained that currently some 350 billboards <br />were in existence in the City of Santa Aha. <br /> <br />Karen Durante, Development Processor, showed a slide presentation of 22 <br />billboards installations located in Santa Ana, and briefly reviewed some <br />statistics regarding regulation of billboards by pther jurisdictions. <br /> <br />Planning Director Fallon expleined that proposed Ordinance No. NS-1927 <br />pertaining to Off-Premise Commercial Sign Standards contained revisions <br />wi th respect to the proximity of billboards to residential property, <br />spacing between billboards, size, illumination, and other related issues. <br /> <br />Councilmember Acosta indicated that he had a number of questions <br />concerning the proposed billboard ordinance, and requested the matter be <br />continued and staff instructed not to process any billboard applications <br />until the Council acted on the proposed billboard ordinance. <br /> <br />CITY COUNCIL MINUTES <br /> <br />206 JULY 20, 1987 <br /> <br /> <br />
