MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />SEPTEHBER 8, 1987 <br /> <br />The meeting was called to order at 2:25 p.m., by Mayor Dan Young, in Room <br />423, City Hall, 20 Civic Center Plaza. Councilmembers present were John <br />Acosta, Wilson B. Hart, Patricia A. McGuigan, Miguel A. Pulido and Mayor <br />Dan Young. Also present were City Manager David N. Ream, Assistant City <br />Attorney Richard Lay and Clqrk of the Council Janice C. Guy. <br /> <br />Councilmembers Ron M~y and Daniel E. Griset joined the meeting at 2:50 <br />p.m. and 3:07 p.m. respectively. <br /> <br />The City Attorney Edward d. Cooper joined the meeting at the Evening <br />Session. <br /> <br />COUNCIL STUDY SESSXON <br /> <br />Citywide Circulation Management Plan <br /> <br />The Director of the Public Works Agency explained that the City was <br />currently involved with two traffic planning groups, the Inter-City <br />Liaison Conmnittee and a Joint Powers Authority involving the Cities of <br />Santa Aha and Orange, had completed ~wo neighborhood traffic studies; and <br />was now ready to undertake a "City-wide" look at circulation management. <br /> <br />Klm Schultz, Project Manager, reviewed the request for proposal process <br />and dates with respect to the proposed bid award of the Circulation <br />Management Plan to Parsons, Brinkerhoff, Quade and Douglas, Inc. (PBQ & D) <br />(Item 12.E.) <br /> <br />Counctlmembers discussed the relationship of traffic to development, the <br />scope of the Circulation Management Plan and the advantages to Santa Aha <br />in undertaking such a plan. <br /> <br />In response to Councilmember Pulido's question, Don Kappell, PBQ & D, <br />responded that the Circulation Management Plan would analyze traffic at <br />major arterial intersections. <br /> <br />Vice Mayor McGuigan urged discretion regarding the project deadline, <br />noting a need fdr a comprehensive plan. <br /> <br />CITY COUNCIL MINUTES <br /> <br />254 <br /> <br />SEPTEMBER 8, 1987 <br /> <br /> <br />
