Auto Club Freeway Proposal <br /> <br />The Director of the Public Works Agency reviewed the approval by the City <br />Council on July 20, 1987 of the Auto Club's Freeway Proposal, and noted <br />toll financing for new freeways was being studied by the California <br />legislature. <br /> <br />Bob Kerr and Manny Puentes of the Auto Club indicated the primary purposes <br />of the Auto Club's Proposal were to increase public awareness with respect <br />to the current transportation crisis, and to develop a broad base of <br />support regarding the need for additional transportation development, <br />before proceeding with the development of financing mechanisms. Puentes <br />noted the Auto Club's long-term opposition to toll financing, and <br />indicated the Auto Club viewed transportation development and toll <br />financing as separate issues. <br /> <br />Mayor Young reported to the Council on his extensive involvement with <br />transportation issues, indicating toll financing was under consideration <br />as a financing mechanism; and urged the Council to rescind its support but <br />not oppose the Auto Club's Freeway Proposal (Agenda Item 35.C.). <br /> <br />Purchase of Water Rights in San Joaquin Reservoir <br /> <br />The Director of the Public Works Agency explained to Council that the City <br />was proposing to purchase water storage rights in the San Joaquin <br />Reservoir to augment Santa Ana's storage capacity. <br /> <br />David Fike, Water Manager, provided the Council with statistics on storage <br />capacities in several other cities, and explained the benefits which would <br />accrue to the City as a result of the purchase. Ftke responded to <br />Councilmembers' questions regarding the San Joaquin Reservoir and <br />connection to the storage system. <br /> <br />Consent Calendar Review <br /> <br />Councilmembers discussed concerns relative to Consent Calendar Items. <br /> <br />At 3:55 p.m., the Council recessed, and reconvened in the Council Chambers <br />at 4:i0 p.m., with all Counctlmembers present except Counctlmember Hart. <br /> <br />CITY COUNCIL MINUTE~ <br /> <br />255 <br /> <br />SEPTEMBER 8, 1987 <br /> <br /> <br />
