The radar speed surveys will be conducted only on Tuesdays, Wednesdays and <br />Thursdays, not on holidays or days immediately before or after holidays, and <br />in good weather conditions in non-construction areas. <br /> <br />. During the radar field survey, representative free flow speeds will be recorded. <br /> <br />. Regular meetings, as indicated in the project schedule, will be held with City <br />staff to update project progress. <br /> <br />. If there are any unforeseen circumstances with regard to project work delay, <br />the City staff will be immediately informed. <br /> <br />PROJECT APPROACH <br /> <br />One objective of the proposed project is to review the existing speed limits and <br />recommend changes to the speed limits (increase or decrease), in accordance with the <br />requirements of the State of California, Department of Transportation, California <br />Supplement to the MUTCD 2003 and the MUTCD 2003, Chapter ZB.1l6 ("Speed <br />Limits and Zones"); Sections 627, 22348-22413 and 40802 of the California Yehicle <br />Code (CYC); and the recommended procedures outlined in Chapter 6, entitled "Spot <br />Speeds," of the Manual of Traffic Engineering Studies, 4th Edition, published by ITE. <br />The study will provide sufficient information to document that the conditions of the <br />latest edition of CYC Section 627 have been satisfied and that other conditions not <br />readily apparent to a motorist are properly identified. To legally use radar for speed <br />enforcement, Section 40802(b) of the CVC requires that where limits are changed <br />pursuant to Section 22357 and 22358 of the CYC, the changes must be justified by an <br />engineering and traffic survey conducted within five years prior to the date of the <br />alleged violation. <br /> <br />The product of the study will be a legal document that will be acted on by the City <br />Council to formally adopt and/or change specific speed limits at the surveyed <br />locations. The report will be the document used by the Police Department and the <br />courts in the day-to-day legal defense activities of the established speed limit. <br /> <br />Our proposed approach for this project, over and above complying with the specific <br />relevant requirements of the CVC and of the MUTCD and California Supplement to <br />the MUTCD will be: <br /> <br />. Meet with City staff and discuss the proj ect completely, including scheduling <br />and staff concerns not mentioned in the RFP. <br /> <br />. Conduct field radar surveys under free flow traffic conditions only, using a <br />firm (TSI) specializing in these tasks, with both personnel and equipment <br />certified to conduct the surveys.
