<br />Albert Grover & Associates <br /> <br />Project Approach <br /> <br />It should be noted that AGA, in conjunction with Crossroads Software, previously <br />conducted a Traffic Accident Records System Upgrade Project for the City, and we <br />are quite familiar with the City's accident record system. <br /> <br />Mr. Taylor has extensive experience in City traffic operations and is therefore well <br />qualified to review these accident records. It is proposed that a two year time period <br />be utilized for the accident review. Mr. Taylor completed the Cities of Santa Clarita, <br />Cerritos, Lancaster, Santa Ana, Santa Fe Springs, La Habra, Cypress, Fountain Valley <br />and Santa Monica Speed Zone Study Accident Analyses. <br /> <br />Task 5 - CompilatioJl of Speed ZOJle Survey "Summary of RecommeJldatioJls" <br />Chart <br /> <br />Various sample data sheets and data summary tables are presented in Appendix D. <br />Included are individual location data sheets ("City of Santa Ana Engineering and <br />Speed Survey"), speed study summaries for individual locations ("City of Santa Ana, <br />Engineering and Traffic Survey, Speed Survey Summary") and speed study <br />summaries listing all locations ("Table 1. Segment Spot Speed Study Summary"). It <br />should be noted that all survey data sheets and survey data summaries will be <br />provided per City Format. Sample forms will be provided to the City for their review <br />and approval at the project Kick-Off Meeting. <br /> <br />In the preparation of the summary tables, all of the conclusions reached during the <br />accident review and highway segment characteristics field review conducted under <br />Tasks 3 and 4 will be taken into account. Tasks 3 and 4 will constitute the basis for <br />changing the speed limit from the first five mile per hour increment below the 85th <br />percentile speed. <br /> <br />The product of this task will be the summary tables showing the date of survey, street <br />name, street segment, posted speed, 15th percentile speed, 50th (median) percentile <br />speed, 85th percentile speed, 10 mph pace speed, percent in pace speed, range of all <br />speeds surveyed, and recommended speed limit on all surveyed street segments. The <br />tables will be discussed with City staff prior to the preparation of the final report. <br /> <br />Task 6 - PreparatioJl of Draft Report <br /> <br />Two copies of the Draft Report will be prepared and submitted to the City for their <br />review. At a minimum, the Draft Report will include the following items: <br /> <br />. Certification statements. <br />. Radar speed survey operational procedures <br />. Description of the purpose and methodology of Speed Zone establishment, <br />including a discussion of realistic speed zoning, speed traps, CVC <br />requirements, etc. <br />. Description of the statistical analysis factors. <br />. Description of the field data used in analyzing related roadway characteristics. <br /> <br />7 <br />
