MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MARCH 7, 1988 <br /> <br />At 2:00 p.m., the Assistant Clerk of the Council called the regular <br />meeting of the Santa Ana City Council to order in Room 423, City Hall, <br />20 Civic Center Plaza, Santa Ana. Since there were no Councilmembers <br />present to respond to the call of the roll, the Assistant Clerk of the <br />Council declared the meeting adjourned to 4:00 p.m. in Room 423. <br /> <br />At 4:13 p.m., Mayor Dan Young called the Council meeting to order in <br />Room 423. Councilmembers present were John Acosta, Ron May, Patricia A. <br />McGuigan, Miguel A. Pulido and Mayor Young. Also present were City <br />Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the <br />Council Janice C. Guy. <br /> <br />Councilmembers Daniel E. Griset and Wilson B. Hart joined the meeting at <br />4:23 p.m. <br /> <br />COUNCIL STUDY SESSION <br />YOUTH COMMISSION <br /> <br />Council Services Manager Lori Howard discussed staff's preliminary <br />investigation of the formation of a Youth Commission for the City of Santa <br />Aha. She presented a communication from Councilmember Acosta requesting <br />the City Manager to investigate further and report on April 4, 1988 in two <br />areas: 1) the mechanics of establishing a Youth Commission, and 2) the <br />responsibilities of Youth Advisory Commissions currently functioning in <br />other Orange County cities. <br /> <br />Councilmembers discussed various aspects of the issue. Following further <br />discussion, the Mayor requested staff provide further information on the <br />subject, including a cost/benefit analysis. <br /> <br />YOUTH ALTERNATIVES (GANG DIVERSION) PROGRAM <br /> <br />Council Services Manager Lori Howard reported to Council on the <br />discussions she had had with the Santa Ana Unified School District <br />representatives relative to establishing a Youth Alternatives Program. <br />She indicated current plans called for establishing a program similar to <br />one initiated in the City of Paramount, as a pilot project at Spurgeon, <br />Carr and Lathrop Schools, and structuring the program to include community <br />participation and neighborhood clean-up. <br /> <br />Lt. Hugh Mooney reviewed current Santa Ana Police Department activity with <br />respect to gangs, indicating the Department was involved in 10 programs <br />with other agencies, and that all suggestions with respect to decreasing <br />gang activity had already been implemented by the Department.
