Vice Mayor McGuigan expressed concern that the proposed program did not <br />include the Western part of the City which lies within the Garden Grove <br />Unified School District. <br /> <br />Councilmember Acosta requested that any proposed legislation relating to <br />the issue of gang diversion be included in the next report to Council <br />concerning the Program. <br /> <br />NATIONAL LEAGUE OF CITIES BRIEFING <br /> <br />Jill Wallace, Legislative Aide, reviewed items to be discussed with <br />Congressional representatives during the National League of Cities <br />Conference, particularly those with economic impacts to the City. <br />Specifically, she noted funding for the Minority Business Development <br />Center, the proposal to rebate Federal Gas and Diesel Tax rather than <br />exempt municipalities from the tax, Federal Hazardous Materials Disclosure <br />Regulations, mandatory Medicare benefits, Social Security contributions <br />and the 1990 Census. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar items. <br /> <br />RECESSED - 5:07 P.M. <br /> <br />RECONVENED IN COUNCIL CHAMBERS - 5:21 P.M. - All Councilmembers present <br />except Councilmember Griset. <br /> <br />CONSENT CALENDAR <br /> <br />The Mayor announced that Item 21.A. would be removed from the Consent <br />Calendar for separate action. <br /> <br />21.A. AMENDMENT APPLICATION NO. 978 <br /> <br />Vice Mayor McGuigan explained that although she had been absent from the <br />public hearing on the matter, she had reviewed the file and tape with <br />respect to Amendment Application No. 978, and was prepared to vote on the <br />item. <br /> <br />MOTION: Place ordinance on second reading and adopt. <br /> <br />ORDINANCE NO.
