PUBLIC COMMENTS (Continued) <br /> <br />Rowland Rice, 1809 W. Saint Andrews, urged the Council to take out the <br />landscaped medians in the City and substitute asphalt instead of <br />landscaping· <br /> <br />In response to the Mayor's request, Miles Leach, 2025 W. Tenth Street, <br />agreed to defer his comments regarding traffic control until the next <br />Council meeting. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember Acosta requested an update regarding the Orange County <br />Rescue Mission. He also requested staff investigate establishment of an <br />Anti-Graffiti Program whereby rewards would be offered to those reporting <br />persons caught in the act of painting graffiti, recommended staff make <br />repairs to South Baker Street between First and Iqvrtle; and suggested the <br />Council consider adoption of a Charter Amendment which would allow the <br />Council to confirm the appointment of Department Heads by the City Manager. <br /> <br />Councilmember Hart requested the City Manager send a copy of his recent <br />memo regarding the Mission to Mr. VanZant. <br /> <br />Vice M~or McGuigan requested staff research possible imposition of <br />additional parking restrictions on Harbor Boulevard to prevent vehicles <br />stopping on Harbor Boulevard and thus assist in reducing prostitution. <br /> <br />RECESSED TO CLOSED SESSION - 11:25 P.M. <br /> <br />The Clerk of the Council announced the City Council was recessing to <br />Closed Session pursuant to Government Code Section 54956.9(a) to confer <br />with the City Attorney regarding pending litigation which had been <br />initiated formally, and to which the City was a party, to wit, Murphy's <br />vs. City of Santa Aha, Salmin vs. City of Santa Ana {Worker's <br />Compensation), Pelletier vs. City of Santa Aha {Worker's Compensation), <br />Alfaro vs. City of Santa Aha (Worker's Compensation), Ledoux vs. City of <br />Santa Ana (Worker's Compensation), Hansenfuss vs. City of Santa Aha <br />(Worker's Compensation), and Brown vs. City of Santa aha {Worker's <br />Compensation). <br /> <br />CITY COUNCIL MINUTES <br /> <br />105 APRIL 4, 1988 <br /> <br /> <br />
