PUBLIC COMMENTS <br /> <br />Carl Barnes, 814 E. Third Street, addressed Council indicating the <br />anti-social behaviors of vagrants were continuing in the neighborhood <br />adjacent to the Salvation Army Shelter area, and requested the Council to <br />take action. <br /> <br />Following discussion among the Councilmembers, the City Manager indicated <br />he would report on Code Enforcement efforts with respect to the situation, <br />and Councilmember Acosta agreed to schedule a meeting with the Director of <br />the Hospitality House to obtain the Salvation Army's assistance in solving <br />the problem. <br /> <br />Miles Leach, 2025 W. Tenth Street, urged the Council to consider impacts <br />on jail capacity when constructing legislation, and suggested the Council <br />institute penalties other than confinement. <br /> <br />Pat Mill, 617 S. Starboard, addressed Council expressing continuing <br />concern with respect to public safety. <br /> <br />John Raya, 4618 W.
