<br />City of Santa Ana <br />Regional Transportation Center <br />Metrolink Extension Study <br /> <br />Background: <br /> <br />In absence of a federal funding allocation, the Orange County Transportation <br />Authority (aCTA) cannot complete the Centerline Light Rail Project by 2010. On <br />October 14, 2005, the aCTA Board of Directors approved a package of projects <br />as a substitute for the Centerline project that satisfies the commitment made for <br />rapid transit air quality goals. In addition, the Board approved a Five-Year <br />Program of rapid transit projects using the existing Metrolink commuter rail <br />corridor as the backbone of the Orange County's transit system. One of the <br />elements of this five year program is to extend the reach of the commuter rail <br />program by allowing cities to develop and propose extensions (feeders) that <br />would connect to major destinations or activity centers on the commuter rail <br />route. These extensions could use buses, trolleys, light rail, monorails, or other <br />systems best suited to the community. <br /> <br />To implement this, aCTA staff is developing a five-step competitive process <br />where cities can propose transit systems to extend the commuter rail corridor, <br />these steps will include: <br />. Creating competitive transit finding program guidelines. <br />. Releasing Call for Projects to first plan and then build transit extension <br />projects. <br />. Evaluating and awarding funds to first plan and then build projects <br />. Implementing partnerships to complete rapid transit projects <br />. Transforming the Metrolink stations into transportation centers. <br /> <br />The initial phase of this effort could be a start-up allocation of $30 million to cities <br />on a competitive basis for Metrolink Extensions Planning Studies in summer of <br />2006. <br /> <br />The purpose of PB's consultant support services is to assist the City of Santa <br />Ana with the aCTA Call for Projects for the Metrolink Extension Planning <br />Studies. aCTA will use similar guidelines at the FTA New Start Guidelines in <br />reviewing and ranking the submitted applications. To assist the City in this <br />process, we have developed several tasks with a brief work plan, its associated <br />cost estimate and an organization chart for City's consideration: <br /> <br />Scope of Services: <br /> <br />Task 1.
