CITY COUNCIL COMMENTS <br /> <br />Councilmember May requested information on the average base rate for cable <br />television services for all Orange County cities. <br /> <br />Councilmember May requested staff look into the feasibility of the City <br />accommodating the request for a parade permit from the South Vietnamese <br />Armed Forces Parade Committee rejected by the City of Westminster. <br /> <br />Councilmember May also requested staff research a plan for a 4/10 work <br />week plan for the City's Police Department. He requested Chief Walters <br />describe the general attributes plus impacts of such a plan. He then <br />asked staff to prepare a cost comparison of the current Police Department <br />work schedule to a 4/10 work schedule and submit it to Council within <br />thirty days. <br /> <br />Mayor Pro Tem Acosta raised the issue of inappropriate methods being used <br />in the City to collect dog license fees. Police Chief Walters responded <br />that he had no data on this process but would prepare information on the <br />matter for Council. <br /> <br />Mayor Pro Tem Acosta also expressed concern with the amount of panhandling <br />and loitering occurring in parts of the City. Chief Walters responded to <br />his inquiry. <br /> <br />Councilmember McGuigan inquired as to the cable broadcasting of the <br />upcoming Cop'er Bowl and the rebroadcasting of Council meetings. Staff <br />responded that an inquiry would be made into the Cop'er Bowl issue and <br />that Council meeting rebroadcasts would occur on Tuesday at lO:O0 a.m., <br />Wednesday at 7:00 p.m., and on Saturday at 1:00 p.m. following each <br />Council meeting. <br /> <br />Councilmember Pulido encouraged staff to continue efforts to curtail the <br />use of excessively loud speakers in vehicles. He also urged continued <br />efforts to curtail the illegal discharge of firearms on upcoming holidays. <br /> <br />Councilmember Pulido closed his remarks with a reminder that the 1990 <br />Census was coming up and urged all to support this activity. <br /> <br />Councilmember Norton noted fire company staffing was not up to the <br />standards set forth in the 1977 Fire Protection Master Plan, and suggested <br />an increase from 63 to 66 full-time employees would comply with the <br />recommended standards. He also supported construction of a new Fire <br />Training Facility including a fire tower, possibly through a joint venture <br />with other Cities. <br /> <br />Councilmember Norton expressed concern that some of the newly acquired <br />Fi re Department equipment does not fit in the City's current facilities <br />which house such equipment. <br /> <br />Councilmember Norton closed his comments by asking staff to review the <br />feasibility of locating computer terminals in each Fire Station to monitor <br />fire hazards. <br /> <br />Mayor Young requested staff to research a program involving an abatement <br />law where a property owner can be brought to court for direct or indirect <br />dealing with drugs on his property. <br /> <br />CITY COUNCIL MINUTES <br /> <br />110 <br /> <br />APRIL 17, 1989 <br /> <br /> <br />
