COUNCIL LEGISLATIVE AIDES <br /> <br />Francisco Gutierrez, Senior Management Assistant, reviewed the contents of <br />a memo dated May 31, 1989 entitled "Appointment of Councilmember Aides." <br /> <br />2:39 P.M. - Mayor Young rejoined the meeting. <br /> <br />Councilmembers discussed the legalities of employing Council assistants in <br />view of the Charter section which limits the Council's appointment powers <br />to the three current appointees--City Manager, City Attorney, and Clerk of <br />the Council. <br /> <br />3:07 P.M. - Councilmember Pulido rejoined the meeting. <br /> <br />3:08 P.M. - Councilmember Griset joined the meeting. <br /> <br />June Catalano, Executive Director of Planning and Building Agency, <br />presented the Agency's proposed budget and responded to Councilmembers' <br />questions. She showed a video presentation demonstrating the linkage of <br />planning to demands for City services, and distributed copies of a new <br />brochure produced by the Department intended to increase community <br />awareness concerning the residential environment. <br /> <br />Mayor Pro Tem Acosta requested a copy of the survey card currently being <br />distributed to clients of the Agency. <br /> <br />RECESSED - 3:45 P.M. <br /> <br />RECONVENED - 3:50 P.M. - All Councilmembers present. <br /> <br />Police Chief Paul Walters presented the Police Department's proposed <br />budget, and responded to Councilmembers' questions. <br /> <br />Mayor Young requested additional statistical information regarding <br />minority and bilingual Police staffing. <br /> <br />The Chief then showed a video demonstrating a new concept in police work, <br />Problem Oriented Policing, wherein a holistic rather than incident <br />approach is used to decrease crime. <br /> <br />Mayor Pro Tem Acosta requested that he be notified of any special <br />Community Oriented Policing {COP) meetings in his ward. <br /> <br />Mayor Young requested a report from the Police Department addressing <br />recruitment statistics, turn-over rate comparisons, and average experience <br />level of the Department as compared to cities of comparable size. <br /> <br />CITY COUNCIL MINUTES 145 JUNE 5, 1989 <br /> <br /> <br />
