4/10 POLICE SCHEDULING PLAN <br /> <br />Dr. Craig Frazier, a self-employed consultant on police matters, reviewed <br />a Police Patrol Scheduling Study he had prepared relating to a 4-day, 10 <br />hours/day {4/10) schedule for Police patrol, and responded to <br />Councilmembers' questions. <br /> <br />Mayor Pro Tem Acosta requested back-up detail regarding the costs <br />projected for implementation of the 4/10 schedule in the study, estimated <br />at approximately $1.8 Million. In response to Councilm~mbers May and <br />Norton, the Police Chief indicated that in his opinion the earliest <br />possible date such a schedule modification could be implemented would be <br />November l, 1989, <br /> <br />Councilmen~er McGuigan expressed concern that extended .shifts would result <br />in staff fatigue; Dr. Frazier indicated the impacts of that variable had <br />not been empirically measured. <br /> <br />Mayor Young requested copies of the Study be provided to the Police <br />Benevolent Association, and the Association asked to respond by June 19, <br />1989; and that the scheduling plan be considered with the City's entire <br />budget. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar items. <br /> <br />In response to Mayor Pro Tem Acosta's question as to whether the City was <br />attempting to recover costs relative to the Change Order concerning Fire <br />Station 9 {Agenda Item 4.A.) which had been required as a result of <br />apparent architectural error, staff indicated such a course of action was <br />being pursued. <br /> <br />RECESSED - 5:20 P.M. <br /> <br />RECONV£N£D IN COUNCIL CHAMB£RS - 5:29 P.M.- All Councilmembers present. <br /> <br />CONSENT CALENBAR <br /> <br />The Mayor announced the following changes to the Consent Calendar: <br /> <br /> l) Abstentions by Mayor Pro Tem Acosta on Items 8.A. and 12.D. <br /> 2) Removal of Items 12.A., 12.B., 12.F. and 12.G. for separate <br /> discussion and action. <br /> <br />MOTION: Approve Consent Calendar items: <br /> <br /> MOTION: McGuigan SECOND: Pulido <br /> <br /> VOTE: AYES: Acosta, Griset, May, McGuigan, Norton, Pulido, <br /> Young <br /> NOES: None <br /> ABSENT: None <br /> <br />CITY COUNCIL MINUTES <br /> <br />146 <br /> <br />JUNE 5, 1989 <br /> <br /> <br />
