MINUTES OF THE ADJOURNED REGUI.AR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />JULY 8, 1989 <br /> <br />The meeting was called to order at 9:12 a.m. in Room 831, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Daniel E. Griset, Ron May, Patricia A. McGuigan, Rick Norton, <br />and Miguel A. Pulido. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />The Police Chief, members of the City's Budget Team, and public were also <br />present. <br /> <br />WORK STUDY SESSION <br /> <br />FISCAL YEAR 1989-90 BUDGET <br /> <br />Councilmembers discussed various aspects of the proposed Police Budget <br />including, but not limited to, the following: Contracting for parking <br />enforcement, Crime Lab Services, Animal Control operations, increasing the <br />number of positions in Patrol, staffing of Internal Investigation, <br />Intelligence, Homicide and Property Crime Divisions, and scheduling and <br />deployment of Patrol. The Police Chief responded to Councilmembers' <br />questions, and elaborated on many aspects of Police operations. <br /> <br />Mayor Young requested that the Council be provided with a report regarding <br />the shift of officers to Patrol over the last three to five years, and an <br />analysis of Police services by crime reporting areas for the past five <br />years, delineating both frequency of calls and type of service provided. <br /> <br />Councilmembers discussed changing environmental factors which had led to <br />an increased demand for Police services. <br /> <br />The Mayor reviewed on a department-by-department basis increases in City <br />staff from 1985-86 to 1989-90, indicating that during his tenure on the <br />Council approximately 100 officers had been added to the Police Department. <br /> <br />Councilmembers discussed ways of increasing police productivity through <br />the use of such items as mobile-data terminals, "Robo-Cop" (a portable <br />electronic ticket writing device), and "Problem Oriented Policing" {use of <br />an inter-departmental approach to solving community problems rather than <br />responding to incidents). <br /> <br />ll:O0 A.M. - Councilmember Griset left the meeting. <br /> <br />Councilmember Norton expressed frustration with the length of time <br />required for staff to implement Council directives, specifically regarding <br />the purchase of a narcotics-detection dog, and provision of additional <br />information with regard to a "4/10" Police staffing schedule. <br /> <br />CITY COUNCIL MEETING 201 JULY 8, 1989 <br /> <br /> <br />
