The City Manager explained staff was in the process of adjusting the <br />budget to carry out those directives, and that the results of the 4/10 <br />investigation by Police staff would be available for the next Council <br />meeting. <br /> <br />At the Mayor's request, Councilmember Norton explained the circumstances <br />which had lead to his decision to recommend purchase of a narcotics <br />detection dog. The Mayor advocated the purchase of the dog. He then <br />requested the Council move ahead with approval of the proposed Budget. <br /> <br />Mayor Pro Tem Acosta noted that the City Manager had been instructed <br />informally by several Councilmembers to prepare some alternative proposals <br />with respect to the Budget, to include the cost of implementing a 4/10 <br />Plan for Police Patrol, the purchase of a narcotics detection dog, <br />provision of a fourth Fireman as the standard complement of personnel for <br />the Fire Department's engine companies, and the hiring of additional <br />Council assistants. <br /> <br />The City Manager indicated he would provide such alternatives at the <br />Council meeting on July 15, 1989, including the revenue and expenditure <br />adjustments required for implementation. <br /> <br />Mayor Young reported that adjacent communities had been able to take <br />advantage of establishing assessment districts pursuant to the Mello-Roos <br />Act, and pointed out that Santa Ana was precluded from establishing such <br />districts without the approval of two-thirds of the voters. He expressed <br />his willingness to proceed with establishment of a Lighting and <br />Landscaping Assessment District for Santa Ana {the only type district not <br />requiring voter approval), provided the Council was in agreement on such a <br />course of action. <br /> <br />In response to Councilmember Pulido's inquiry, the City Manager indicated <br />the reports relative to Police services by frequency and type would be <br />provided at the Council meeting of July 15, 1989. <br /> <br />12:06 P.M. - Mayor Young left the meeting. <br /> <br />M~or Pro Tem Acosta requested that he be kept apprised of the movement of <br />Assembly Bill 2032 (Worker's Compensation legislation) as it proceeded <br />through the Legislature. <br /> <br />AI)JOU~J~MENT - At 12:09 p.m., to 9:00 a.m., Saturday, July 15, 1989, in <br />Room 831, City Hall, 20 Civic Center Plaza, Santa Ana. <br /> <br />~Ycouncil' (x~ /- <br /> <br />CITY COUNCIL MEETING 202 JULY 8, 1989 <br /> <br /> <br />
