MINUTES OF THE ADJOURNED MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />JULY 15, 1989 <br /> <br />The meeting was called to order at 9:08 a.m. by Mayor Dan Young, in Room <br />831, City Hall, 20 Civic Center Plaza. Councilmembers present were John <br />Acosta, Ron May, Patricia A. McGuigan and Rick Norton. Also present were <br />City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk of <br />the Council Janice C. Guy. <br /> <br />Councilmember Miguel A. Pulido joined the meeting at 9:12 a.m. <br /> <br />Councilmember Daniel E. Griset was absent. <br /> <br />Also attending the meeting were several members of the City's Budget Team <br />and the public. <br /> <br />WORK STUDY SESSION <br /> <br />FISCAL YEAR 1989-90 BUDGET <br /> <br />Deputy City Manager Jan Perkins reviewed the contents of a memo dated July <br />14, 1989 entitled "Recommended Budget for Fiscal Year 89/90." In response <br />to Mayor Pro Tem Acosta's question regarding the effective date for <br />distribution of possible additional sales tax monies for transportation <br />projects, the Mayor indicated those funds would not be distributed to <br />cities but disbursed by a new agency charged with oversight of all <br />projects. <br /> <br />Deputy City Manager Perkins reviewed the contents of a memo dated July 13, <br />1989 entitled "Mayor Pro Tem Acosta's Requested Budget Information." <br /> <br />Councilmembers discussed the "4/10" Scheduling Plan for Police Patrol <br />budget item, including such factors as the source of the cost estimate, <br />the possibility of contracting with another consultant for a "4/10" <br />implementation plan, and implementation of "4/10" by other cities. <br /> <br />The City Manager indicated staff would provide a report to the Council <br />outlining the results of the Police Department's investigations in <br />Northern California relative to implementation of "4/10" scheduling. <br /> <br />Councilmember May expressed concern regarding the accuracy of the cost <br />estimate for implementation of "4/10" in Santa Ana. <br /> <br />Mayor Young expressed his willingness to vote for a "4/10" scheduling plan <br />for Police Patrol, provided sufficient funds were raised to cover the <br />costs of implementation. <br /> <br />The City Manager reiterated Administration's recommendation that the <br />Council raise revenues to provide better service to the comnunity. <br /> <br />CITY COUNCIL MINUTES 203 JULY 15, 1989 <br /> <br /> <br />
