10:26 A.M. - Councilmember May left the meeting. <br /> <br />In response to Councilmember Norton's question as to whether the Community <br />Redevelopment Agency could pay full interest this year on the loan to the <br />Agency by the City, the Executive Director of Finance and Management <br />Services Rod Col oma indicated the Agency was repaying the amount possible <br />without negatively impacting current projects. <br /> <br />Councilmembers discussed the positive impacts which had resulted from the <br />loan by the Community Redevelopment Agency to the Santa Ana Unified School <br />District. <br /> <br />In response to Councilmembers McGuigan and Pulido's concern regarding <br />negative impacts resulting from delay of adoption of the Budget, the City <br />Manager indicated that spending by departments would continue at the level <br />of June 1989 expenditures and that he would bring any major fiscal year <br />1989-90 projects requiring immediate funding to the Council for separate <br />action. <br /> <br />Councilmembers discussed possible methods of raising revenues. <br /> <br />The Mayor indicated he was not willing to close any City "stand-alone" <br />operations such as the branch libraries or Business Enterprise Center, nor <br />would he support an increase in the Transient Occupancy or Utility Users <br />taxes. <br /> <br />The Mayor reviewed the alternatives relative to adoption of the Budget: l) <br />continue expenditures at the same level as 1988-89; 2) increase revenues <br />through the establishment of a Lighting and Landscaping Assessment <br />District or 3) revise budget allocations. <br /> <br />In response to Councilmember Pulido's inquiry regarding the status of the <br />report from the Police Department relative to crime statistics requested <br />at the previous meeting, the Deputy City Manager indicated she would check <br />with Capt. Jensen on Monday. <br /> <br />Councilmember Pulido stated his priorities with regard to raising revenues <br />indicating a willingness to modify the Utility Users Tax or Lighting and <br />Landscaping Assessment District, but not to eliminate "stand-alone" <br />operations.
