MINUTES OF THE AIk/OUNNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />NOVEMBER 21, 1989 <br /> <br />The meeting was convened at 5:55 p.m. in the Council Chambers, 22 Civic <br />Center Plaza, by Mayor Pro Tem John Acosta. Councilmembers present were <br />Daniel E. Griset, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel <br />A. Pulido. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper, and Clerk of the Council Janice C. Guy. <br /> <br />Mayor Dan Young was absent. <br /> <br />RESOLUTION <br /> <br />35.A. <br /> <br />MOTION: <br /> <br />WATER RATE INCREASE <br /> <br />Adopt resolution. <br /> <br />RESOLUTION 89-115 - A Resolution of the City Council of the City <br />of Santa Ana Amending Resolution No. 88-6 to Revise the Water <br />Rates of the City of Santa Ana. <br /> <br />MOTION: Pulido <br /> <br />VOTE: AYES: <br /> NOES: <br /> ABSENT: <br /> <br /> SECOND: May <br /> <br />Acosta, Griset, May, McGuigan, Pulido <br />Norton <br />Young FILE 850.05 <br /> <br />CITY COUNCIL CO~ENTS <br /> <br />Councilmember Norton inquired as to whether the City Council had been out <br />of order in not adhering strictly to Robert~ Rules of Order at the <br />previous day's Council meeting. The City Attorney explained that unless a <br />point of order is raised by a Councilmember with respect to a motion, the <br />presumption is made that the Councilmember is in accordance with the <br />motion being proposed regardless of deviations in procedure from Robert's <br />Rules of Order. <br /> <br />Mayor Pro Tem Acosta requested that the City Attorney advise him at any <br />time in the future when he was not correctly following Robert's Rules of <br />Order. <br /> <br />In response to Councilmember Norton's request, the City Attorney indicated <br />he would research the matter of his acting as parliamentarian to the <br />Council. <br /> <br />Councilmember Pulido requested that, a Study Session be scheduled to <br />consider adoption of a more stringent position with respect to ABC <br />licenses City wide basis. <br /> <br />CITY COUNCIL MINUTES 357 NOVEMBER 21, 1989 <br /> <br /> <br />
