Box 1988 <br />Santa Ana, CA 90702-1988 <br />Attention: Ms. Joyce Amerson, Transportation Manager <br /> <br />Subject: <br /> <br />Proposal for Development Review Contractual Services <br /> <br />Dear Ms. Amerson: <br /> <br />Per your request, here is my proposal to provide professional transportation engineering <br />services to the City of Santa Ana Public Works Agency. It is my understanding that review <br />comment on privately funded land development proposals and plans will be the primary <br />focus of the consulting assignment. <br /> <br />As you are aware, I am the former City Traffic Engineer for the City of Huntington Beach. I <br />am also currently acting as the City Traffic Engineer for the City of Buena Park during the <br />recruiting period for a new City Traffic Engineer. During my career in traffic and <br />transportation engineering I have had the good fortune to work in both the public and private <br />sectors, and in transportation planning, traffic and civil engineering design, and traffic <br />operations and maintenance. My experience in these different arenas gives me a very broad <br />perspective and the ability to understand and appreciate the various impacts and <br />ramifications of any proposed development. I also understand the impacts to adjacent <br />neighborhoods, political sensitivities, and the issues surrounding perceptions of any given <br />project. <br /> <br />Qualifications <br /> <br />Registrations as a Civil Engineer or Traffic Engineer are the basic professional credentials <br />required to perform Development Review Contractual Services. I am a registered Civil <br />Engineer (RCE 38580), Traffic Engineer (RTE 1578), and Land Surveyor (LS 6196) in <br />California. I am also a Certified Professional Traffic Operations Engineer (No. 175). <br /> <br />Services to be provided <br /> <br />The City of Santa Ana would like to have Otterson & Associates function as an extension of <br />city staff and perform reviews of proposed privately funded land developments within the City <br />of Santa Ana. This would include review and comment on traffic impact assessments, site <br /> <br />EXHIBIT A <br />
